Before we go about reforming criminals, let’s ensure that the society is protected against the threat they hold out. If this is not ensured, people might not allow dangerous offenders to be punished by the law, but punish them there and then. And if people come to permanently protecting the society against such criminals, there is only one way the would do it — by killing the fellow.
Let’s not bring it to that.
